How to file H4 without H1 receipt #?

My H1 is filed and pending. I am yet to get the receipt number. I want to file H4 for my wife with another lawyer as I am highly dissatisfied with the lawyer who filed my H1.

1) What proof do I need to file H4 (from another lawyer) for my Spouse ?

2) Is attaching a copy of my I129 petition will be good enough as evidence that the Primary's H1 is filed and pending?

2) How long it takes for EAC number to arrive for H1 under Normal processing and in Premium Processing.?
 
It is important to know that if you file foR wife H4 while your H1 is still pending you have to file it at the same service center that is processing your H1. Filing for H4 extension is simple just get the I-539 form fill it and answer all questions honestly. the form has instructions that tell you what document you have to submit with the form.
 
You do not need to hurry up your spouse H4, if her H4/I 94 has validity of 6 or more months on it.

Once your H1 is approved you can file her H4.

You must have H1 Receipt to file H4

Either you should file H4 with H1B application (this is preferred). Otherwise, you can only file H4 extension with receipt of your H1B Application. Copy of I-129 will not help.
 
You guys are right. H4 is dependent on H1 NOT THE EMPLOYER of H1.
so if H1 changes job, gets a new H1, he need not file H4 again. H4 will remain valid as long as the H4 would have been valid otherwise (i.e. H1 had not chnaged the job)

I confirmed this from the immigration lawyer and posting here for those who are in same boat.
