How to claim benefits under 245i for I-130

I hope someone can help me in the right direction.

I have an I-130 approved with me a petitioner and my brother as beneficiary.

The I-130 petition was received by INS (CIS) on 4/30/2001; however, the priority date on the approved I-130 is 6/25/01. The approval indicates my brother is not eligible for AOS and that his visa will follow consular process. My brother is present in the US and has been living here for over 10 years.

Now, my question is what do we need to do to make sure that we obtain the benefit of the 245i extension since the petition was received on the last day of the deadline (4/30/01)?

Please help, we're desperate after waiting all these years to again feel crushed by the uncertainty of getting my brother's green card.

It's very interesting.. How the priority date is different from the date they received it? What is Priority Date on ORIGINAL receipt notice (the one you receive right after filing, not the approved one)?

When his PD becomes current, he needs to file an I-485A with the I-485 and pay the $1000 fine. This is NOT optional, if this is not done his I-485 will be denied.
 
The document we received as receipt has 6/25/01 but when it was mailed it was received by INS (CIS) on 4/30/01.
