How to apply for visitor visa for my father when he has hearing problem?

My father is planning to apply for a visitor visa to come to USA, there are two problems:

1. He has hearing problem (being more than 80 yrs old) and essentially deaf. In this case, how can he answer visa officer's questions?
2. My mom has already had the GC. Will this very likely cause the denial of my father's applicaiton for a visitor vsa?

A1: The local consulate may have special interviewing provisions for appplicants with special needs. Enquire directly with the local US consulate.
A2: Yes, having a GC holding spouse will make overcoming 214(b) a tad more difficult.
