How to Apply for F1

My sister in law in India would like to apply for f1 Visa.
How does she go about doing that
What are the process?
she is registered to take the TOEFL and will be taking the GRE next.

Will it be an issue that her sister ( my wife) in the US permanent resident?

she is also unmarried and she is 23 years old

Any help would be appreciated

When you say that she is in the process of applying for an F1 visa,do you mean that ahe has gotten admission in a university and has gotten her I-20? After getting the I-20 from her chosen university, she has to fill out form DS-156, have a valid passport, take a passport size photograph, have documents showing that she is sufficiently funded (either from the school, or from personal funds) and supporting documents to convince the consulate that she plans to leave the US after her studies. Other documents like her GRE and TOEFL scores, and her degree certificates will also be needed. Once she has all these documents, she can book an appointment at her regional consulate in India. I think there is a $100 Sevis fee that she will have to pay. About having a sister here in the U.S., it does affect her chances but I guess it all depends on luck. I had a brother in the US when I applied for my F1 visa, and I mentioned that in the form. But the visa officer did not even ask me about it. Whereas I know that one of my friends was asked if he has any relatives in the U.S.

Process?

I was looking to find out the process of getting the FI visa....for example step 1 would be...and so on on..

As I mentioned before, she is studying for TOEFL and GRE....obviously she needs to find a college in the US..but is there a webiste she can go?

Well the general process is :
1. Get admission into a U.S. university.
2. The university will send an I-20
3. Get an appointment at the correspondin consulate in Delhi/Calcutta/Mumbai/Chennai.
4. Fill out the forms as I mentioned above
5. Take all the documents to the visa interview.
