How to answer question 14 on I-130 , becasue i got green card through marriage but iam now US citizen

where it ask you did you get you green card through marriage, bcozi got green card through previous marriage but now i am is citizen

You have to be a permanent resident to get to Naturalization, the answer to that is yes in in your case because you did gained your PR through marriage.

I am in the same boat as you. I don't think we need to fill question 14 or 14b as they are only for those who are US Permenant Resident.

It says next to question 14:
"If you are a lawful permanent resident alien, complete the following:"

You had a green card at one time. This is asking how you got it, because if you got it through marriage to a USC or LPR, you cannot file an I-130 for another spouse until 5 years have passed since your green card was granted. Even if you have since become a citizen.
 
Yes you can apply now because you have passed the 5 year mark, but be prepared for the interviewer to have a heightened suspicion level, especially if your new wife is originally from the same city and country as you. Even worse if there is evidence that you had a relationship with her before your GC.
