How to amend family's application to add new born child

Hello,

Thank you for this forum and help to the community. After going through the FAQ section, I couldn't find the answer of my following queation. Could you please advise..

I am US citizen and about five years ago I applied for my brother, his wife and a son. Just about couple years ago, they had another child. How should I have this 2nd child added to my brother's application?

Call USCIS.
 
Same question here....

Another child can be added AFTER the pending status is over and visa number is available right?

Is it more advantageous to add another child WHILE it is pending?
