How to add dependent?

My friend is a citizen of USA.

She applied for the family of her brother in about 1995. How can she add a new born baby of her brother to petition?

After approved I-130, they will send papers including add dependent papers. Then you have to fill out the form and pay the fees.So till then you don't need to do anything. You can also apply now in advance. Call NVC they will send you the forms and address. It's very simple. My uncles added his 2 children after approval.

So if a citizens applies for the parents and I-130 is approved, the parents if they have a minor child can just add a dependent and bring the child ?
