How sooner can parents apply for visitor visa after returning back from the USA? - Pls help!

Hi,

My parents are currently in the USA, and their visitor visa expires in Nov 2010, but their I-94 expires only in Dec 2010. Since there is a wedding they have to attend in January 2011, we decided that instead of applying for their extension, they might as well go back to India in Sept 2010 and come back to the USA again in the month of Nov/Dec 2010. Based on the above, following are my questions:
- how sooner are they eligible to apply for the visitor visa after they return back from the US?
- would they have any issues at the POE when they come back into the US in the month of Nov/Dec?

I would really appreciate any help.

A1: They can apply anytime they wish.
A2: There is always a possibility. A POE officer may want to know why they are returning for a repeat visit within 2/3 months of leaving.
