How REF case are assigned

Can any one tell me how RFE cases are assigned to officer or how they processed.. according to PD or ND ..

Does it goes to same officer

remeber having read somewhere , that the file is kept open (presumably with the same IIO ) awaiting the response within the time specified , which would seem the RFE cases get apprvd soon if the response is ok with the IIO, but in practice the waits have been
so long (why?) . Suspect there might be trips to a supervisor in there ?? any gurus have any addtnl info to share ?
