How oath ceremony locations are assigned

Oath Ceremonies are normally held in four locations in Los Angeles.

Anybody knows how the locations are assigned? LA convention center has a oath ceremony scheduled for 8th Jan - for 12000 people.

There are multiple locations in Jan and Feb at Montebello and Fairplex, etc.

How they assign the locations?

I am guessing they look at the applicant's zip code.

I am guessing they look at the applicant's zip code.

I'm sure it is not the Zipcode, as for both me and my wife we took the oath in 2 different locations (me in Montebello) on 12/03 & (my wife in LACC) on 12/18.

I think they rotate these 3 places based on the availability of the places as all of these places can be used for different events as well.
