How much elapsed time ?

Don't know that average, but can give you an example from my personal experience.
My 2ND FP was issued as an RFE, got it done on July 9th, the on-line message got updated with RFE Received on August 26th. So, about month and a half in this case.
 
I had two RFEs (1. Employment 2. Proof of Special Registration). The website was update 10-12 days after they received the information.

Repsonse to my RFE was sent on Oct 6th. Online Status got updated last evening and says Response received on Oct 7th.
 
Thank you for all the input. Today morning I saw that NSC updated the online status of my case. NSC received the response on 10/7/2003. So this is pretty good. My RFE was for birth certificate and employment verification.
