Answer: 5 years. Your parents should wait to file for their citizenship in 2012 (since they got their GC in 2007). Please make sure to follow the rules: do not risk tickets, do not spend more than 180 days outside USA, count how many days they live in USA, etc. They can apply 90 days or more than 90 days before their 5th year GC anniversary.
Just FYI: One spouse, who married her/his US citizen spouse, can apply for US citizenship in 3 years if s/he qualifies based on qualification criteria.
