How many years of experience required for Diploma Holders for H1B eligibility

My brotehr in law has Diploma in Civil Engineering and working since last six years in AutoCAD.

If I want to get him in USA on H1B visa, how many years of experience is required to be eligible.

Depends entirely on what kind of job is he is offered.
 
Normally the H1-B job position require a BS degree. If the beneficiary doesn't have a 4 years BS degree then, the education equivalency can be done with 3 years of experience to 1 year of education for H1-B.

How the no of years are counted in Diploma. Is it (10 +3 )? and for BS (10+2+4 = 16 Years). So there is 3 x3 = 9 years of Experience necessary? or just 3 years?
