How long we should wait for INS to start process PD>01/01/2002?

It looks like no matter EB2 or EB3, INS doesn't start process cases with PD > 01/01/2002. Does anybody know when INS will start to do that?
 
Now now now....Let us not jump to conclusions....How did you conclude this ??? I think we should wait another month and then jump to this conclusion if we see all cases following the same pattern...If there is at least one case that does not follow this pattern this theory falls apart !!!!!!
