How long should visitor stay out of USA before visiting again?

My mother-in-law visited for 3 months, and returned to India in mid dec 2004. Can she visit again now? Is there any requirement as to how long she should be out of USA before she visits again? Can she expect to stay for 6 months this time?

Its advised that the person spends more time in the home coutnry(or outside the US) in a calendar year, than in the US. More time spent in the US will attract questions during future visits.
