how long it takes to process I-130

I am just being a proxy for my friend, he asked me to post or ask you guys, if anyone has experience as to how long it takes to process I-130, if the petitioner is a US citizen. Any idea? Thank you
 
Check the time processing section of the USCIS website.

For whom is he filing? Unless he is filing for an immediate relative, the I-130 speed does not really matter in light of the visa backlog situation.
 
For his mother and father... the guy has been here for a couple of decades without seeing his family.

Then they are immediate relatives not subject to quota limits. Again to the USCIS website and check on the processing speed for his region.
