How long does NSC take to transfer case to local office

I was told by an IIO last week that my I-485 file is going to be transferred to Detroit.
Does anyone know how long NSC takes to transfer a case and when will I be granted an interview ?
My FP was rejected twice.

We were fingerprinted in Jan2001. It was rejected by FBI twice.
So after talking to the IIO, I was told that they would transfer the file to Detroit. I will be gone for 3 months. So I want to make sure that I don\'t receive the notice immediately. Highly unlikely but....
