how likely to get no-objection waiver for German citizen?

Hello,
I am a student (information technology) and recently got home to Germany from my 2 semesters spent in the US. My J1 visa just expired and I am subject to the 2 year HRR rule. Tuition fees for my studies in the US were fully covered + additional scholarship by government funding (US + Europe). I am aware that obtaining a J1 no-objection waiver can take a long time and there is a lot of paperwork to do. I know that it always depends on the specific case but I just would like to know rough estimate: How likely is it in my case to get such a 2HRR no-objection waiver (German citizen)? Is getting such a waiver basically just a matter of formality and could I therefore be "quite sure" to get the waiver?

Government funding is a HUGE hurdle to overcome. Germany is not on the skills list, so, chances are low for a waiver, because you were only made subject to INA 212(e) due to the $$$$$.
