How is proferred wage calculated on EB1's ?

Dear all, you guys have been great inspiration.

UN, someone with an EB1 - would be great if you can answer this for me. I have a question since quite a while. My filing category was EB1-Manager. EB1 doesnt need a labor cert. How is then the proferred wage calculated for an EB1? How does USCIS determine if the employee is getting paid the proferred wage and that the employer has the ability to pay that and what timeframe is it for EB1 - from the filing of the 140 ? (since there is no labor).

Thanks UN, maybe your guess is right. Well, I guess I may have a bit of a problem then. Might need your help later. At this time there are so many things happenning that I have no idea what will happen first, merger for my company, RFE, maybe I get a pay raise .. i have my fingers crossed but trying to collect as much info as i can today.

California is doing ok on EB1's (actually faster than other centers, but ok compared to other categories in CSC) - per new JIT yesterday it is May 7, 04 - same as for EB2. EB3's are even faster than that.
