How INS determines the case jurisdictions?

How INS determines the case jurisdictions? Is it based on Applicants address or by employer address?

My employer was in VSC area and he filled my 485 in VSC. My address is in Chicago (NSC) area. I have completed my Finger Printing from Chicago INS. Now is there is any chances of transferring my case to NSC? Because my finger printing done in Chicago and it falls under NSC area, and my address is in NSC Zone.

Or

INS only considers employer office as base for determining Process Center?

Based on your current address not company

I had friends in Chicago and Milwaukee with FP done there itself
but there service center is VSC.

Bottomline: their employer is located in PA which comes under VSC.
 
Transfer is based on Current Address of applicant

I applied to INS Vermont, as my company is based out of Boston, when I was in Texas. My finger printing notice arrived and I was in California and got them done there. Now my case has been transferred to California.

Next time before you tell someone that he/she is wrong think twice because you wont look stupid in front of so many ppl.

I replied for case transfer and your are saying I am wrong coz someone did fingure printing somewhere else. First you have to understand that finger printing and transfer are two different things. If you are not satisfied with my answer consult with an attorney. I am sure his answer will match with mine :)
