How easy is it to get work permit for Europe. Currently in US on F1 using OPT

Currently on F1 Visa and working on OPT (Optional Practical Training) period in US. How easy is it to get work permit to work in Europe and will there be any issues while returning back to US on OPT with a valid EAD card.
    How long does it take to get work permit for Europe if I am eligible.

This forum is for US immigration.
Moreover, There is no single permit that will allow you to work anywhere in Europe. Depending on your country of birth you need to get a work permit for each country separately.
