Now since winter comes and big snow can happen, how does USCIS send notice for appointment cancellation due to bad weather whether appointment is about FP, interview or oath or even infopass?

It's happened a few times in the last couple of years. In some cases, applicants showed up for interview appointments, only to be told that the office is closed and all interviews will be rescheduled. I remember reading about a case in Newark, where the DO was closed due to a snowstorm.

It is not safe to drive during big snow so if one scheduled for tomorrow interview know there is going to be a big snow tomorrow but does not get cancel notice, one should book a hotel and drive there the day before?

Apply at a Southern city DO :D

The suggestion for night before and hotel is a good one. Here in Indy you'll see schools and such close, but rarely government offices...
