I was trying to analyze the logic behind generating FP notices.
1. If they are running some kind of report then everyone on this forum whose FP1 is expired and waiting for FP2 would have got thier fingerprint notices.
2. Does FP push your file into the review queue? In some cases YES. I have seen people replying to RFE and that triggered thier FP2.
On the other hand, if someone has received FP2 notice then does that mean someone was reviewing thier file and saw that fingerprints have expired and triggered FP2. 
To contradict this statement, there are people who are done with their FP2 in 2003 and still not got their approvals.
Just wanted to know, what views others have on this analysis.
