I am DV 2014 winner. How do I read the visa bulletin. I am finding hard time to understand it. Please help:

click on the link http://travel.state.gov/visa/bulleti...etin_6028 if you want August go around 15 August (not before 12 August) and find B. DIVERSITY IMMIGRANT (DV) CATEGORY and in the second column find what it is written:
"current" which indicates immediate visa availability, it means all case numbers are in the game, in theory all of them will be called in that month for an interview,
If you see numbers (cut-off) in the second column, the Visa Bulletin shows the number 3,500, and you are 3,000 you are ready to go, since you are under 3,500. If your number is higher than the one listed (such as 4,000), you will need to check the next month’s bulletin
If your number has not been announced/indicative in the second column, you should still have most of your papers ready for submission to the CO, so keep moving, keep moving

Yes, the current Visa Bulletin is still dealing with the last of the DV2013 selectees.
DV2014 interviews start October 2013.
Each Visa Bulletin shows two month's of case numbers, so the September 2013 Visa Bulletin will show September 2013 (in Section B) which is still dealing with DV2013, plus October 2013 (in Section C) which deals with DV2014 selectees.
Look at last year's to get an idea:

You will see that in Section B, it shows the final month of DV2012 and all are current. In Section C, they show the numbers for the next DV year (in this case 2013).
