How do you check if someone has USC

This might be a odd ??
But How do you Know if someone is a US citizen?
Is there any way to check?
Long story short....
My foster brother moved to the USA when he was 6 months old from Veitnam, and then he moved to Canada when he was 9 Years,He's 30 now and well Canada want to deport him back to Veitnam,He thinks he might be a US Citizen but how do we find out?
Please any Help would be great

if someone was born here,he/she must have his/her birth certificate,that's the proof for being a us citizen here! that's what i think!
 
When he was 9 he moved to Canada and was put in a foster home,He has no idea on his status as a us citizen,His Mom And dad both have died and he has no idea where to start
 
while your brother was in US from 6 months to 9 years, his parents may have filed him on their taxes claiming him as a dependent. if so, they either got a ssn for him or an ITIN (as per the rules today, i do not know the rule 30 or 21 years ago)...try and find his itin or ssn and whatever proof they provided to secure that number should help u out.

How does he think he acquired citizenship? He was not born here so that is out. Did his parents naturalize?
 
He really has no clue,Both of his parents have died and he has not seen them since he was 9,He has no paper work at all
 
does he know if he has a SSN or ITIN? alternatively, call SSA or IRS and find out how to get it out of their system...i am pretty sure he must have one.
