How do you answer for pre-screening questions

Are you legally authorized to work in the country you are applying?

Do you now, or will you in the future, require immigration sponsorship for work authorization?

I answered N to both and then got rejected by the system saying this position is not eligible for "employment-based immigration sponsorship".

From my understanding, TN status is non-immigration. In this case, do you think I should just resubmit and answer Y to the 1st Q and N to the 2nd Q?

I answer "yes" to authorized to work. (true)
I answer "no" to require sponsorship. (even though the phrase 'sponsor' lately being used to describe employers who hire on a TN, I don't believe that's accurate. The employer is not required to interact with the USCIS in any capacity.)

When speaking to recruiters I explain I would be authorized to work on a TN visa and that it requires nothing from them except them signing a letter I shall prepare which accurately describes the employment in a way which is clear to border officers.
