How different is future employment compared to current employment when using AC21

I was wondering as to how BCIS would treat Future employment VS current employment while processing 485s when one uses AC21.

1. How would the proof of "Intent" vary in both types.
2. How would the usage of AC21 differ in both types.

1. In the case current employment, there is already the proof of Intent to work for the sponsor. In the case of future employer, the proof of intent cannot be given so clearly. And that's why most of these cases get a RFE. If the Sponsor company is a good one (with good number of employees, financially strong etc.,) and also gives a letter of intent to employ the beneficiary, then it may suffice.

2. AC21 is applicable to future employment too. The recent memo from BCIS clearly says that.

These are my personal opinions based on the onfo I gathered all these days.
