these rules essentially meant for illegal immigrants!

As local news says: The US would crack down on illegal immigrants "without exception," President George W Bush has said, after approving a major increase in funds aimed at sending back aliens and improving border patrols. The funding for the drive against illegal aliens forms part of a new budget he signed on Tuesday for the US Homeland Security department, which has a total of $30.8 billion in discretionary spending, $1.8 billion higher than the current year's budget.
Homeland Security Secretary Michael Chertoff and Labour Secretary Elaine L Cho told US Congress that a temporary worker programme would give aliens an incentive to come out of hiding and let them work legally for six years, before being forced to return home.
