Hong Kong belongs to China's immigration quota?

I was born in Hong Kong. I got Ph.D in science. I am going to apply for EB2 NIW. Is Hong Kong belonged to China's immigration quota? I know the backlog for China since 2005 but I am not sure if it is the case for Hong Kong too?? can I submit I-140 and I-485 concurrently ? Please help . Thanks

No, it is a separate state for GC purpose. You belong to ROW, so NIW is current. Just go for it. Good luck.
