Honest to Goodness Error in filling

1.Hi, My mother is a Permanent Resident. She petitioned us (me, my brothers & sisters) as F2B last 2000 as a suggestion of the consular officer. Now, we just received a letter that we are all denied because she cannot petitioned us that time because she is just Permanent resident and we are married. She dooen't know about it until we receive the decision. In the first place the Consular officer accepted the petition when in fact they know that we are all married. As a matter of fact I was petitioned in my married name. My mother until now did not apply for citizenship because of it. My mother did not lie to them.

Question: What can we do now that there is already a decision. As soon as my mother become citizen, can she re petitioned us but the receipt number & date would be the same as the one we have (reinstate?) including the payment?

2. I wrote a letter to the costumer service department of USCIS asking for humanitarian parole because of personal reason. They replied and assigned a case number for it.

Question: What does that case number mean. Does these affect the denied petition on my behalf
