Attorney Murthy : Right now the INS is understandably focusing on other priorities but it may better not to obtain any guidelines since the economy of when the AC21 law was passed was good and today\'s economy is not. The guidelines may not help people. Sometimes, it is better when things are not clear, as it allows for legal arguments regarding the manner in which the law should be applied.
