Yes I do. They overselected in DV2014 and DV2015 even though the "100k ish" had been sort of working for years (apart from 2012) and the only possible explanation is to make sure they give away the full allocation...

My idea was they took steps to prevent transfers between regions (otherwise we get skewed quotas), but nothing else.

This exactly. If OC received <769 this year, your ratio changes. And delving into NACARA doesn't seem too far out of the question...
