Because I anticipated your response by which you are about to circulate your logic, I did not mention there is one more CN having both EU and AS on that site. That's the fact, otherwise any evidence suggesting mistake?
I don't have time to watch the video, instead I went to text page. To me, his language is vague to some extent though, he says selection process begins after dividing all applicants in 6 regions.

The first applicant that we select out is given rank order number one. That’s the first person that’s going to be called for an interview, and then we’ll go two, three, four, five, six. The further down in rank number you are, the less likely you are to receive a visa. Anyway I think your CN is lower enough to have an interview. (Allocation method of CN has been changed since DV2009, but at this point nobody knows if CN allocation returns to that of DV2008 or before, or DOS would take new algorithm.)
