Hib transfer- lawyer asking $1500 +

i got my H1B renewal done in Feb 2006 ( paid $1500 ) and now i want to get H1b transfer done and lawyer wants to charge me $1500 + more lawyer fee , is it now too expensive, or is it the asking rate , i thought it should not involve much paper work
( also is recommending premium processing as i have to go for H1 stamping in march 2007, how much average time does the regular H1b transfer approval notice take to come from the time of filing ,

H-1B transfer fee alone in $2,190 by regular processing, add $1,000 for premium processing. Lawyer fee can be anywhere between $500 to $800. try h1b1visa.com

fraud prevention fee for H1b transfer

then lawyer is charging lawyer fees of $1500+ (filing fee + fraud prevention fee of $500 is separate )
