Hello!

I had applied for a change of status from H1B to F1 about 7 months ago and the INS says that it may take another 3 months for the same.

In the mean time, I received an employment opportunity that starts in July 2003. The question was is is better that I wait for the F1 approval and then apply for F1 to H1 transfer or go to India and get H1 stamped by a consular process?

If you go out of US (and apply for h1,) then the h to f change of status, is abandoned automatically.
But beware, the consulate might reject your H1, based on blatant immigration intent displayed by you.
 
What immigrant intent? He did not say that he applied for a GC and an H-1B is a NONIMMIGRANT visa. Where is the immigrant intent?
