Hi B Visa Valid I-797 invalid PLEASE HELP ME ASAP PLEASE!!

This situation is unique. my friend abroad has a approved I-797 which was originally approved in 99 oringinally bu his visa was rejected the first time. the sceond time he got a visa in mar 2001 perfectly valid upto mar 2006 a h1b visa so he decides to complete his contract there and move to the us to work here and the company here alos wants him to come immiadetely as he is very skilled he and has many years of experience. now what is the status 1-797 pettion was valid from aug 99 to apr 2002 visa valid froom mar 2001 till amr 2006 can he come on the visa or has to file a new h1b Please help us in this unqiue circusmtances

take a deep breath and

give the details of the I797 and visa clearly(same company, dates, I797, etc.).
Does he have a new visa stamp in his passport? Then he need not worry about the old visa denial.
If he has not gotten his stamp and is worried that this stamping will also be denied... Then it depends on the reason for the previous denial. If the reason was tied to the company and the new 797 is from a different company he need not fear.
