Hi-b transfer after approval but before starting date...

My case is that presently I am working on OPT through a consultant. My opt is valid till 31st december 2005. When I joined this consultant they somehow tricked me in saying that I will take care of all my H1 expenses (including fees). And now they have applied for my H1b and the starting date is November 1. Now I came to know that this consultant is not good. He is not even paying me 50% of what he is getting from the client. So, I don't want to work with this consultant. If I have to pay for my H1 I could very well get a got consultancy.

My question is that if I get a new job offer, could I transfer my H1 if it is approved but I haven't got it as it will start in November or should I ask them to cancel my precessing as I don't want to pay them $3000 (if it is refundable). I would be greatful if you could answer the following questions:-

-Are h1 fees refundable i.e. if I cancel my h1 processing before it was processed?
-Transfer H1-b without paystubs?
-Transfer h1 without getting it when you got confirmation that it is approved.?
-Does applying new H1 has any implications i.e. combined length should be less than 6 years?
