Helping mom and dad to obtain legal US papers

I am an US Citizen, my Mom and Dad have passports they have come and gone to MEX legally and I am wondering if I can help them obtain Green Cards. One lawyer says not a problem it can be done in 6 months. Another lawyers says: " NO do not do it because there is law that (instituted in 2007 I think) does not allow them to apply green card, if they are current passport holders. Mom is 62 Dad is 70. Please clarify. Thanks.
 
If they've never been illegally present in the US, and have no criminal record, they shouldn't have a problem getting a green card by pursuing the process through a consulate in Mexico. File an I-130 for each of them, and they'll have a consular interview in the next 6-12 months.

I think you misinterpreted what the lawyer said. The lawyer was probably referring to restrictions against pursuing a green card within the US if they entered using certain passports or visas. But there are no such restrictions if they pursue the green card outside the US at a consulate.
