my understanding is:
if your file is moved to a speical location, they will give it
a pre-review (if they found something missing, a REF will be issued). Then waiting for assigned to an officer for final decision. So in your case your case may have passed pre-review and moved to next officer for final decision.

"He was very polite. I told him that my RD is 09/xx/00, and ND is 10/xx/00. He told me that NSC goes by ND, not by RD, and it is currently processing ND 09/05/00 cases. He could not explain why NSC claims that it is processing 10/25/00 cases.
