Help with lawsuit against USCIS

I am an old 485 filer oct 2001 and had not heard anything from USCIS since they last received my RFE in Nov 2002. I am cluless as to what is happening to my application and what is the hold for?

Is there any chance I can file a lawsuit against them for this delay? They did mention 999 days on my 485 receipt which are over long ago also the web status say 660 days after RFE which is also over. 2 months ago filed for 4th AP which is not yeet approved. Tried everything in past 2 years from phone to email to multiple (all level) faxes and help from various senators, nothing worked, always received a reply saying wait for 2 months. What are my options right now, I am totally confused as to what can make my case moving or even know what is holding it up, for past one year all I hear is wait for second FP which is no where in sight. Any help or advice is greatly appreciated, can I resort to legal help?

Try going to a local office/ASC and try giving an FP. Don't know if that work, just a suggestion. Maybe others can comment on this suggestion as well.
 
I think you should take the following steps:

1. You should contact either your attorney or Rajiv to get more information about your case.
2. Contact your local Congressman and have them find out about your case as well.
3. Contact the CSC emergency #: (949) 389-3007.

I haven't been waiting as long as you, but since the JIT is now Jan. 2004, I'm getting to be one of the "old-timers" as well.

Just to clarify and answer some of your questions. No I am not from a special reg country. Also I did contacted Rajiv for putting my name in the lawsuit, he did take my details but I guess since I came to know about the lawsuit a little later I did not get on the plaintiff's list in the complaint.

I tried contacting congressmen but get a standard reply that CSC has I have to wait for second FP. I'll try the new emergency number that lisainaz mentioned.

This wait is now killing me with so many restrictions with travel etc. I have travel plans for dec and have purchased tickets but don't know if I'll have to cancel them as my AP filed in Aug has made no progress.

It looks like as if they lost my file. My company attorny filed an enquiry in the Washington DC office and they received a response saying that only CSC has jurisdiction on my case and they cannot do anything. I am planning to file a lawsuit, I'll contact Rajiv and see what it takes to file an individual lawsuit, atleast somebody make them say what's going on with my application?
 
tried calling emergency number

The lady told me there are a lot of applications and wait for another 8 weeks for rescheduling finger printing, basically nothing new. Did anybody tried calling this number and was able to get something moving? Is there anything I can request them to do?
