Help to convert F-2 to H-1b

I am an F2 dependent, want to file for H-1B. I have 3 year B. Sc. from India and 3 Year Diploma in Jewlry Design from India. I have one and half year work experience in India. Can I apply for H-1b with these credentials? Will there be a problem of not having 4 year degree education?
