Help - Reopening the file for new interview date

In 1988 my aunt filed family based green card petition for my mother and my father. The petition was approved in 1989. In Oct 2001 the Mumbai consulate contacted my parent and told them that the visa number was available and they need to appear for the interview. Both my parents are well settled in India. At that time it was not convenient for them to immigrant to USA, hence we wrote the consulate asking for the cancellation of the interview date in Oct 2001 and reissuing after 6 months. They acknowledged via email of taking the appropriate action on that. After that my parent never felt need to immigrant and hence did not communicate with the consulate. The consulate also did not communicate with us.

Now my mother and father wants to visit USA, assuming that it would be easiest for them to reopen the case; we wrote the consulate to reopen the file and provide new interview date in January 2004. However till date we have not received any communication from the consulate. My parents would like to visit us in the middle of May 2004.

Questions:
• Can we get the new interview date? If so how?
• If we do not receive any information from consulate, can we apply for the visitor visa? If so how and what kind of explanation do we need to provide.
 
Parents Visa

Since it has been so many years I doubt your files can be re-opened. You should file again.

Visitor Visa can possibly work with your invitation and affidavit of support. The prior intent to immigrate can raise few questions but generally the age factor may help.
