I just called FBI, said my FP result has been sent back to INS exactly one year ago, FBI also says that INS is in charge of the
security background checkup, can anyone tell me what is security background checkup? why it takes a year? is there any number that I could contact to see what is stage of my security background checkup?

INS/BCIS has instituted procedures to carry out background checks for all benefits applicants. while they have not been entirely forthcoming about what those checks include and entail, some details suggest they check various databases, such as IBIS (inter-agency border inspection system), and with various agencies, the FBI being one of them.

so what the FBI was telling you was, they have done their bit, and the rest is up to the BCIS, who are, in all probability, still plodding through the various stages of their remaining checklist.

normally, they are looking for name matches in various lists of "persons of interest", criminal or arrest records etc. by all accounts, this is a slow process, and not all BCIS adjudicators are adequately trained in it.
