Help please! PERM recruitment

Hi, please help,
I plan to file LC application through PERM. Doing the job advertisement /recruitment now.
My boss' assistant asked me today(she is helping me to receive the application for the job advertisement), that if there is a US citizen apply for the job and meet the minimal requirement, then what she needs to do in order to reject the applicant but not jeopadize my application? (Because in theory, if a US citizen meet the minimal requirement, then the US guy should be hired, and I should be laid of, am I right?)

Anyone has any suggestions, please help, thanks.

If he laid off, you never going to get your labor certified. Because lay-off should be reported to DOL or the laid off guy will go and claim SS money through that lay -off will come in to light. If the employer laid off some one, how he can hire alien for the same job permanaently.
? This is very basic logic question.

You have to interview, document and find a technical way to reject it, that also to be documented. If too many applied for that job, then it is a real problem to you.
am I right?)
