I take it that your I-140 has just been approved. Sorry to be the one to spoil your day, but you cannot file your I-485 now. You said your PD was in July 1997 and you are in EB3 India. Currently the PD for EB3 India is 22nd March 1997. Hence you will have to wait for some more time (till your date is reached) to file your I-485.
However, if the DOS makes the PDs current before then, you will still be able to file your I-485. So the best you can do right now is to keep your fingers crossed!!!

I guess you can send in the papers on Jan 31st , so that it will reach them on Feb 1st. E3 will be May 1st 97 from Feb as per Madras consulate visa bulletin.
