Help on old LC

My company has an old LC certified in 1999. The beneficiary filed I-140 and then left the States for good. I am quite sure he never file I-485. My question: Can I use this LC and file my I-140 and then I-485 if I am qualified for the substitution? Thanks for any advice.

Yes, you can use the other person's labor and proceed to I-140 and I-485 (concurrent) immediately.
