Hi, my wife lives in Fargo, ND and will be one year there in June. I need someone who can assist her file for me. If you live there or know someone who can, please get in touch. Thanks.

Initial steps are rather straight forward: arrange with your wife to file I-130, Petition for Alien Relative asap. Form and detailed instructions can be found here:
https://www.uscis.gov/i-130. Current I-130 Application/Petition Fee is $420.00.

Once she received Form I-797C, Notice of Action with USCIS Receive Date of her application, follow Visa Bulletin you are familiar with from DV at
http://travel.state.gov/content/visas/en/law-and-policy/bulletin.html
The important dates for you and your wife are included under

"FAMILY-SPONSORED PREFERENCES
A. APPLICATION FINAL ACTION DATES FOR FAMILY-SPONSORED PREFERENCE CASES
and (most importantly for the purpose of subsequent I-485 and related filings):
B. DATES FOR FILING FAMILY-SPONSORED VISA APPLICATIONS"

The most important thing is to get the I-130 petition filed right now, the clock only starts ticking once this has occurred.
