HELP Needed - please!

There was never such a law

There had been a law that if you married an American citizen, you automatically became a citizen?

Your mother (and her kids) first needed to gain permanent residency

my stepfather was lazy about getting us citizenship and my mother was too timid to bring up a touchy subject to my stepdad.

This someone, is she a US citizen? If so, you two can marry and you may apply for permanent residency based on that marriage.

I have met someone and we plan to get married.

My stepdad is an United State's citizen, but my mother is NOT because she has not tried to file for permanent residency based on a law that she thought existed. My fiance` is also an American citizen, and that was the best bet to apply for permanent residency.

But doesn't it matter that I do not have a visa, passport, or I-94 form?

Canadians are very seldom issued I-94s. You crossed via the Vancouver ferry, so you were inspected and that is what counts. File your I-130/I-485 package after marriage and don't leave the US until you get your green card. Good luck!!!
