Help needed (Interview in third country, returning and passport question)

Hi,

My father has an interview scheduled for his GC in a third country (emirates) as there are no US embassies in our home country (Iran).

I heard they will keep his passport till the GC/immigration visa is issued. He would like to return to Iran and come back to emirates to get his immigration visa. Without the passport impossible.

Is there a way that the US embassy returns his passport to him during the time of processing?
If this is not possible, how long does he have to wait in the emirates to get his passport with the visa back?
He needs to do the medicals also, any timelines on that?

Most consulates return the passport within a week after the interview. But I have not idea if the one in the Emirates is any slower than normal, or if they take more time for citizens of Iran.
 
I am pretty confident that the US consulate in the UAE would be aware of that fact that there is no US mission in Iran. If they expect any delays, they will most likely return your dad's passport after the interview.

Is there a way that the US embassy returns his passport to him during the time of processing?
