Help Needed- F1Visa

I am trying to get F1 visa, But i also have a sister Who is a citizen in US. She says she can apply Green card for me. I would like to do masters in US. So can I come to US using F1 Visa and apply for GC or i cannot be able to apply for GC if I am in F1 Visa.

Thanks for your Information.
What if I come to US using F1 Visa and apply for greencard there. Can I do that? Or during GC processing i can come to US only using H1 or L1 visa.
